Need Some Info

Alright, in about a month a buddy of mine's birthday and his dad wants me to find out what he wants. Me and his dad both already know he wants a buggy that's fast, can get some air, and bash without any problems. But here's the thing, they live in a nieghborhood that is full of business people and when they hear the noise they aren't going to be too happy about it especially because any noise made is echoed down the street. Do you guys know of any buggy that is silent and can do that? Is there a special pipe that can silence it? Or should he just get an electric buggy, ad if so, which one? thanks:)
